The International Air Transport Association (IATA) is negatively lobbying climate regulation for aviation at the global and regional levels. Although IATA has stated support for the Paris Agreement, media reporting has suggested that it was “instrumental” in keeping aviation out of the Paris climate negotiations. IATA appears to oppose all regional climate regulations for aviation globally, viewing the UN International Civil Aviation Organization (ICAO) as the only organization that should regulate aviation’s GHG emissions. In 2018, De Juniac, IATA’s CEO, has argued for the need for ‘global standards’ and market-based responses over regional government regulation. IATA has supported the CORSIA program, a voluntary carbon offsetting scheme agreed at ICAO in 2019. At the same time, however, IATA has continued to oppose regional regulation for the sector. For example, IATA has lobbied in opposition to the introduce a passenger carbon tax in Switzerland, a Swedish Aviation Tax and the inclusion of aviation in the EU ETS. IATA also opposed EU energy efficiency targets and standards for aviation in 2016 EU consultation responses but has supported their introduction at the ICAO.
